I submit that I may fairly claim to have rendered special services, seeing that during my entire service in the Colony I was engaged in the supervision of Civil Engineering Works of greater magnitude than the ordinary staff of the Colony could deal with.

I admit that on being appointed Special Engineer in April 1912 I received a temporary, non-pensionable, duty pay of £180 per annum, but this by no means represents the amount the Government would have had to pay a fully qualified and sufficiently experienced Engineer capable of efficiently being entrusted with the design of the Tai Lam Tuk dam and distribution carrying out works in connection therewith, and therefore does not in my opinion materially affect the question.

My pension has been computed on the salary I was receiving since January 1908.
